What Does the Town Clerk Actually Do?
The Town Clerk is the administrative core of Clay municipal government, acting as the primary hub connecting residents to public records and services. The position carries multiple key responsibilities:
- Custodian of Records: Archiving town board minutes, local laws, public ordinances, and managing requests under the Freedom of Information Law (FOIL).
- Licensing Officer: Issuing municipal and state-regulated permits and licenses (including marriage licenses, dog permits, hunting and fishing licenses, and parking permissions).
- Registrar of Vital Statistics: Formally recording and generating official documents for births, marriages, and deaths occurring within the Town of Clay.
- Elections Administrator: Directing community voter registrations, coordinating local ballot procedures, and advising candidates.

While candidates campaign under political banners, the actual execution of the Clerk's office is strictly administrative. The Clerk registers records, issues licenses, and executes minutes. Justin believes this office should be run efficiently and neutrally, serving all residents with equal care regardless of affiliation.
Justin plans to roll out secure, digital permit and licensing applications. This will allow residents to submit applications and pay fees online, drastically reducing wait times and reducing paper waste at the Town Hall.
Clay Town Hall is located at 4401 State Route 31, Clay, NY 13041. The Clerk's office is open from Monday through Friday, 8:30 AM to 4:30 PM.
Any United States citizen who resides in the town of Clay, is at least 18 years of age by Election Day, and is registered to vote in Onondaga County is eligible to participate.
